Jenna Garcia

Program Director, Housing and Compliance

Jenna joined COTS in April 2013, and has over seven years of management experience in both non-profit and private business sectors.  Starting as an Employment Specialist, she created and implemented a comprehensive employment program called "Work: Ready."  In addition to Work: Ready, she now manages the COTS Children's Program, the Family Emergency Shelter, the Family Transitional Housing in Healdsburg and Rapid Re-Housing, a permanent housing program.

Mike Johnson

Chief Executive Officer

Mike began his career with COTS in 1999 as a Winter Shelter Coordinator and assumed the CEO role in July 2013. In 2014, he was a recipient of a North Bay Nonprofit Leadership Award, recognized by the State of California Senate and the California Legislature Assembly. His vision is that "the nonprofits, philanthropists and public agencies that now serve homeless people in a largely piecemeal, uncoordinated way ... genuinely work together to share best practices and streamline efforts." Ann Nolen

Chief Financial Officer

Ann began her position with COTS in July 2015. Before joining COTS, Ann had leadership roles with several local nonprofits over a twelve year period including the Sonoma Humane Society, R House, and the Sonoma County Museum. Before joining the nonprofit sector, she owned and managed her family’s auto repair shop, Nolen Automotive, for 14 years. Previous to living in Sonoma County she worked as a Corporate Accountant in Southern California. Ann started college as a Math Major, and then returned later to Loyola Marymount University in Los Angeles to complete her Accounting education.

Robin Phoenix

Program Director, Shelter and Outreach

Robin first came to COTS in January 2013 as a volunteer. Prior to COTS, Robin spent 20 years in the food service industry with Darden Restaurants, a billion dollar publicly traded company with brands such Red Lobster and Olive Garden. Robin was sought after for her ability to assist struggling restaurants to achieve profitability, with specific skill in people management. Robin’s roles included general manager, restaurant turnaround manager, and culinary team and general manager trainer.

Jules Pelican

Program Director, Housing and Staff Development

Prior to coming to COTS in 2013, Jules was a Resource Counselor at Homeward Bound of Marin’s New Beginnings Center. Jules has worked at COTS as Case Manager, Program Manager, and now Program Director, overseeing all HUD programs as well as a variety of COTS transitional and permanent supportive housing programs. Jules is also responsible for staff development and trainings. In her previous life, she managed independent bookstores for nearly sixteen years. Jules has a Masters of Science in Counseling from Cal State East Bay.

Sarah Quinto

Vice President of Development

Sarah joined COTS in January 2014 having spent 10 years in the nonprofit sector. Her work has ranged from an international voluntary health organization to small community-based cooperatives to mentoring programs for at-risk urban teens. She is currently pursuing a Master's degree in Disability Studies from CUNY and lives with her husband and two kids in Petaluma, California.
